As far as a PhD in the UK is concerned I suggest that you need to apply to different colleges. It is good to identify a supervisor & keep in touch with him. If they are really interested, they will be able to help you a lot.
Generally in UK they ask for any English exams like TOEFL etc,, but if you have experience & some publications , it may be waived in some universities whereas some universities still insist on the exam, they are very particular about the English level.
For scholarships, there are various scholarships from India as well as from here. They are all competitive. You have to plan ahead of 2 years. First get an admission to any University & then apply for various scholarships or you can do it simultaneously. You have to do thorough search of these scholarships.
I am currently pursing my PhD at Birkbeck and it has been a very satisfying experience.
Generally I have found that the accommodation given by college is on the expensive side. Initially when you come, may be it is good, but once you have explored the city, you can find cheaper accommodations by talking to people, searching on the web. I lived initially in Oxford, it is a calm city, may be sometime boring if you don¿t have friends. London is a busy city I don¿t get bored at all. I like the crowd here. In fact, London life is cheaper than Oxford life.
